doll (toy (ceremonial artefacts & rank insignia))

Doll probably representing an empress, with a detachable painted ceramic head and long black hair tied at intervals and ending in a plait. The outer robe, uchikake, is of orange brocade with a lattice pattern and white floral roundels. The doll wears an orange inner robe. The orange hakama (trousers) are unusual for an empress and would be characteristic of one of the three sannin-kanjo, ladies-in-waiting, who are displayed on the step below the empress. However, the white kimono underneath and several more layers indicated by layers at the neck opening together make up the twelve layers which are symbolic of royal status.
